
The report examines educational disparities among Dalit sub-castes in the Telugu states, based on data collected by Prof. K.S. Chalam for a UNICEF study under DPEP, Andhra Pradesh (1999). It surveyed 1,520 households across 19 rural districts and was submitted to the government in 2000. The study highlighted sub-caste differences in educational opportunities, which later influenced reservation policies for Madiga and Mala sub-castes in Telangana.
Key data from the 1991 Census and Socio-economic surveys of Telangana and Andhra Pradesh were analyzed to assess progress post-2014 state division. The study also reviews the impact of the Right to Education Act and central government support over two decades. This report aims to guide further research and policymaking in educational equity for Dalits.
